Mr. Antin has more than 30 years of experience in the computer industry including project management, application development, and programming. More recently, he has worked on several large-scale data management projects for major agencies of Louisiana state government, including the Office of Coastal Protection and Restoration, and the Department of Health and Hospitals. Mr. Antin also oversees and directs staff regarding all other company projects.

Kate Tomeny RichardsonVice President and Business Analyst
Kate Tomeny Richardson is TEI’s Requirements Analyst Manager and a key project leader for large projects where she conducts meetings, keeps project participants on task, and ensures a consistent design throughout the project. Her communication skills coupled with her conceptual modeling skills and presentation skills allow her to accurately capture the business view and the technical view of the client’s requirements.
Mr. Filpo works closely with the Louisiana Sheriffs’ Association (LSA), the Louisiana Commission on Law Enforcement, and the Louisiana Office of State Examiner. An important project he is currently developing will permit LSA to completely manage annual conferences online (including online credit card payment), condensing the registration process. Iván supports a variety of Open Source technologies with the ability to potentially help clients reduce costs associated with more expensive proprietary databases and operating systems.
Cedeste LewisBusiness Analyst, Lead Graphic Designer
Ms. Lewis has extensive web design experience using HTML, CSS, and several software programs including the Adobe CS3, CS4, and CS5 suites. Her design talent and organizational skills have helped her develop successful marketing and communication material. She is currently working with the Louisiana Department of Health and Hospitals getting requirements to develop the Case Management system, LaTB.
Mr. Phan has a depth of experience regarding the creation of user-friendly applications designed with intuitive, easy-to-use interfaces and specializes in functional enhancements that improve the efficiency of users and administrators in their data system management needs. Being one of TEI’s most versatile software engineers, he has broad knowledge and experience with software development knowledge that give him the ability to quickly and competently resolve issues and solve problems.
Bethany Madson StinsonBusiness Analyst, Data Specialist
Mrs. Stinson works closely with clients to create innovative, customized information technology systems. During the software development phase of the system development process, she coordinates with clients, keeping them up-to-date on progress, testing the system regularly as a quality assurance measure, and insuring that program functionality is in accordance with client requirements and specifications.
Mr. D’silva has strong GIS system experience, with especially strong project work with ASP.Net and ArcGIS software. He has been a key developer on new applications for the Louisiana Oil Spill Data Management System (LOSDMS).
Ms. Leightman works with clients to help develop, build, and manage custom software and web development services for a variety of needs. She coordinates meetings with clients, frequently tests system features as a quality assurance measure, and insures that program functionality is in accordance with client requirements and specifications.
Mr. Nezhad’s primary work has been in developing web application for Technology Engineers. Siavash works with the Chief Software Architect to analyze and solve complex organizational needs and works primarily with the Fastlane System for Louisiana Economic Development.
Mrs. Boda has worked on developing software web applications using Microsoft .Net framework and has been involved with working on the LOSCO-DWH project, as well as testing and support for the LaTB project. She has enhanced her technical skill set through TEI designated research & development assignments and training.
Mr. Kong works primarily with the Louisiana Sheriff’s Association and the Louisiana Commission on Law Enforcement. His projects include LEMIS IBR, WinLIBRS, and UCR Online projects, working as both tech support and a software engineer for all three software systems.
